W.E.L.T. (When Everyone Learns the Truth) was originally announced during the time of Ogre's work with Ministry (1989/90) as a collaboration between Ogre and Al Jourgensen (with former Front Line Assembly member Michael Balch, who was then a member of the Revolting Cocks). After Skinny Puppy's "falling out" with Jourgensen, it then became a project featuring Ogre, Paul Raven and John Bechdel (both of Killing Joke/Murder Inc.), Chris Sheppard (a Toronto DJ), and others.
